Themed Party Bags
If you have a specific party theme, fill party bags that go with it. For example, if you are having a Dora the Explorer party, fill the bags with all things Dora. You can find stickers, paper pads, trinkets, etc. You can even find bags with Dora on them.
Some party stores have party bag kits that come with everything you need for the perfect goody bag. So if you are having a "High School Musical" party, you can buy a kit that has everything in it.

Plastic cups filled with goodies
There is no rule that says a goody bag has to actually be a bag. Try adding a little creativity to your party by using plastic cups instead.
